President & CEO
Will is the founder, President, and Chief Executive Officer of E-PAGA. INC. Before founding E-PAGA in 2006, he spent several years managing large information technology initiatives for Northrup Grumman and Danya International. Will is a Software Solutions Architect and an entrepreneur at heart. As founder of E-PAGA, he carried over everything he had learned from all his experiences about consulting, entrepreneurship, people, and culture in helping create the foundation of E-PAGA.
Vice President & Chief Learning Officer
Sophia is the Vice President and Chief Learning Officer of E-PAGA, INC. Before joining E-PAGA in 2015, Sophia was an instructional systems designer and program manager delivering professional products and services for government agencies. As VP and CLO, Sophia manages E-PAGA’s Training and Human Capital portfolio and ensures E-PAGA’s core processes and products bring value and purpose to it’s people and partners. She has dedicated her entire career to advancing adult education and leading organizational transformations for federal and local governments.
Instructional Systems Designer
Victoria (Tori) is a seasoned ISD with extensive experience in supporting training design, curriculum analysis, course revision, training facilitation, technical writing, and business process improvement efforts. She holds an M.Ed. in Instructional Design and Technology from George Mason University and has been excitedly supporting Federal and private training efforts since 2012. Though her primary skillset lies in Instructional Design, she also enjoys trying to bolster her skills in graphic design and course development.

Deb is a Senior Instructional Designer with experience working with our government clients in developing e-learning and classroom training. She brings expertise to our organization in curriculum analysis, Section 508 compliance, and program training development.

Hailey is a Senior Instructional Systems Designer, and serves as the lead ISD for various projects involving web-based, instructor-led, and blended learning solutions. She holds an M.A. in Educational Technology Leadership from George Washington University, and has been working as an ISD for Federal clients since 2011. She works closely with clients and subject matter experts to design courses that are instructionally-sound and compliant, but also engaging and innovative.
Technical Writer & Quality Control Specialist
Rachel is a technical writer and quality control/assurance specialist with a focus on training development-related projects at E-PAGA since 2017. After six years as a paralegal in Social Security and malpractice law in Pittsburgh, PA, she moved home to Gettysburg, PA, and switched careers. She found her niche in instructional design and now holds a M.Ed. in Educational Technology from James Madison University, working with the instructional design team, graphic designers, and developers to deliver exceptional products and program support to E-PAGA’s clients.
Developer
Jesse Knipling is a Senior Developer with 13 years of professional experience in the e-learning industry, spanning the instructional design, programming, and multimedia facets of courseware development. Jesse possesses advanced object-oriented programming skills and excellent writing skills, allowing him to uniquely bridge the gaps between design, development, and implementation. His passion for efficiently solving problems and keeping up with the latest technology trends and best practices translates to streamlined workflows and quality products.

Matthew is a Junior Technical Support Analyst who provides support in data processing and curriculum development for computer-based training. Matthew is an integral team member in designing data management and testing utilities that increase the efficiency and effectiveness of E-PAGA’s deliverables.
Developer
Samnang (Sam) is an IT developer and multi-media specialist that plays key roles in delivering outstanding products for E-PAGA’s clients. In 2011, he joined E-PAGA’s quality control team and has now taken a developer position to assist in the company’s growing demand of database and web application work. His experience with video production has enabled E-PAGA to expand their capabilities to include multi-media creation, which provides additional value for the customer. Having several skills sets enables Sam to assist in every level of development to ensure quality work.
Accountant
Mikie is an Accountant with extensive experience in Analysis, Accounts Receivable, Accounts Payable, Reconciliations, Financial Forecasting, and Monthly Reporting. He joined E-PAGA in 2016 in the Accounting department. Since joining, he has been involved in all of E-PAGA’s Finance and Accounting endeavors. He graduated from the University of Maryland majoring in Accounting. His favorite part of the job is having the opportunity to help the company to be financially successful through forecasting and analysis.
